Pradhan Mantri Awas Yojana Eligibility 2026

Pradhan Mantri Awas Yojana eligibility comes down to three checks. Your household income must fall within the limit, no one in your family should own a pucca house anywhere in India, and you must live in an area the scheme covers. Most people get stuck on the smaller rules, like who counts as family or whether owning a plot disqualifies you.
This guide explains PMAY eligibility 2026 for both the urban and rural schemes. A pucca house means an all-weather dwelling unit. The rules below follow the PM Awas Yojana guidelines issued by the Ministry of Housing and Urban Affairs and the Ministry of Rural Development, and they reflect the position in October 2026.

PMAY Eligibility at a Glance

Anyone asking who is eligible for PMAY should start here. An urban family in the EWS, LIG, or MIG category, with an annual household income up to ₹9 lakh and no pucca house in India, can apply under PMAY-U 2.0. Rural families are selected through a survey under PMAY-Gramin. Explore available home loan options from multiple lenders on Urban Money if you plan to use the interest subsidy.

The table gives the main conditions for the urban scheme.

Condition Requirement
Who can apply Urban families in the EWS, LIG or MIG category
Annual household income EWS up to ₹3 lakh, LIG ₹3 lakh to ₹6 lakh, MIG ₹6 lakh to ₹9 lakh
Family unit Husband, wife and unmarried sons and daughters
Property rule No pucca house in India in the name of any family member
Past housing benefit No house from any central, state or local government scheme in the last 20 years
House ownership Female head of the household or joint name, with some exceptions
Identity Aadhaar for every eligible beneficiary and family member
Scheme period Five years from 1 September 2024

PMAY-U 2.0 Income Limits vs Old PMAY 1.0 Brackets

PMAY-U 2.0 has three income groups, while the older scheme had four. The top two middle-income brackets from PMAY 1.0 are gone, and the limit now stops at ₹9 lakh. The table compares the two versions:

Category Old PMAY 1.0 Annual Income PMAY-U 2.0 Annual Income
EWS Up to ₹3 lakh Up to ₹3 lakh
LIG ₹3 lakh to ₹6 lakh ₹3 lakh to ₹6 lakh
MIG I ₹6 lakh to ₹12 lakh ₹6 lakh to ₹9 lakh (single MIG group)
MIG II ₹12 lakh to ₹18 lakh Not covered

The subsidy changed as well. Under the old PMAY CLSS, interest subsidy was 6.5% for EWS and LIG, 4% for MIG I and 3% for MIG II, with a maximum benefit of about ₹2.67 lakh. That window closed in March 2021 for MIG and March 2022 for EWS and LIG. PMAY-U 2.0 offers a 4% interest subsidy with a maximum release of ₹1.80 lakh. A household earning ₹10 lakh a year might have qualified as MIG I earlier. It does not qualify now.

Income Category Eligibility

Income means the total annual income of the household, not just the applicant. Your category decides which parts of the scheme you can use.

Category Annual Household Income Verticals Open
EWS Up to ₹3 lakh BLC, AHP, ARH and ISS
LIG ₹3 lakh to ₹6 lakh ARH and ISS
MIG ₹6 lakh to ₹9 lakh ISS

State and Union Territory governments can redefine the EWS income limit based on local conditions, but only with the Ministry’s approval. For a home loan under the scheme, EWS and LIG borrowers can submit a self-certificate or affidavit as income proof. MIG borrowers follow the lender’s normal income documentation.

If the lender assesses your family income or property value above the limit, the loan will not qualify for subsidy. A false income declaration can lead to legal action, even after the benefit has been paid.

Who Counts as a ‘Family’ Under PMAY?

The scheme defines a family as a husband, wife, and unmarried sons or daughters. The definition matters because the property rule applies to every person in that unit.

Here is how it works in practice:

  • An adult earning member can be treated as a separate household, whatever their marital status, as long as they do not own a pucca house.
  • A married couple can receive only one house, and either spouse or both together can be the beneficiary.
  • If two or more family members take loans, together or separately, on the same property, they are treated as one family for income and benefit.
  • A working son or daughter who lives with parents can therefore apply on their own income, provided they own no pucca house.

Property Ownership Condition

The central rule is simple. No member of your family should own a pucca house anywhere in India, in an urban or a rural area. You give this declaration in an undertaking, and the urban local body verifies it. Other property conditions apply as well.

  • A family that received a house under any central, state, or local housing scheme in the last 20 years is not eligible.
  • Families with a pucca house in a village who moved to a city to claim the benefit are removed from the list.
  • A beneficiary can use only one vertical of the scheme.
  • PMAY-G and PMAY-U 2.0 are linked, so you get benefits from the one that matches where you live, not both.
  • The house cannot be sold or transferred for five years after completion, possession or the first loan instalment.
  • Owning a plot does not block you. Under BLC, owning land and having no pucca house is exactly the situation the vertical is built for.

Women Ownership and Co-Ownership Requirement

Houses built, bought or acquired with central assistance must be registered in the name of the female head of the household. The other accepted option is the joint name of the male head and his wife. The house can be in a man’s name only when the family has no adult woman.

Widowers, unmarried people, separated persons, and transgender applicants get the house in their own name. If a beneficiary dies, the legal heir receives the benefit.

If a house was bought in a man’s name, a woman family member can be added to the registered deed later. States are expected to waive the extra stamp duty and registration charges for this correction.

Vertical-Wise Eligibility Under PMAY-U 2.0

PMAY-U 2.0 runs through four verticals. Each one is meant for a different need, so the eligibility conditions change from one to the next. The sections below cover each vertical.

BLC Eligibility

Beneficiary Led Construction is for EWS families who want to build a new house on their own land. If you are landless, your state may grant a heritable but non-transferable land right, which makes you eligible.

The conditions are these.

  • The new house must be 30 to 45 sqm in carpet area, with at least two rooms, a kitchen and a toilet.
  • Extension, upgrade or renovation of an existing house is not allowed.
  • The urban local body checks the condition of your current home on the ground, including whether it is kutcha or semi-kutcha.
  • You need to show proof of land ownership.
  • You must be able to fund the remaining cost, because the beneficiary share is at least 25% of the house cost.

AHP Eligibility

Affordable Housing in Partnership is for EWS families who prefer to buy a ready home. The houses are 30 to 45 sqm and are built by public agencies or private developers.

You can buy in a whitelisted private project or from the open market, and the central help arrives as a Redeemable Housing Voucher. You register on the portal, and the urban local body verifies your eligibility. Families with a disabled member or senior citizens are preferably given ground-floor or lower-floor homes. Residents of tenable slums can also receive a house through in situ redevelopment.

ARH Eligibility

Affordable Rental Housing is for EWS and LIG families who want a rented home and not ownership. It covers urban migrants, homeless people, industrial workers, working women, construction workers, street vendors, rickshaw pullers, and employees of institutions.

You do not need to buy or build anything. The local authority or the operating entity sets the rent after a local survey, and the available units are listed on the portal.

Interest Subsidy Scheme (ISS) Eligibility

The Interest Subsidy Scheme helps EWS, LIG and MIG families who borrow to buy, buy again or build a home. It is the only vertical open to MIG households. Loans must be sanctioned and disbursed on or after 1 September 2024. The table lists the limits:

Parameter Limit
Annual household income Up to ₹9 lakh
Maximum loan eligible ₹25 lakh
Maximum house value ₹35 lakh
Maximum carpet area 120 sqm
Interest subsidy 4% on the first ₹8 lakh, for a tenure up to 12 years
Maximum subsidy released ₹1.80 lakh in five yearly instalments

The subsidy is given once per property. A second buyer of the same house cannot claim it, and a borrower who moves the loan to another lender cannot claim it again. Use the Home Loan Balance Transfer Calculator and confirm your subsidy claim status before moving a loan. Clearing the scheme rules does not replace home loan eligibility. The lender still checks your repayment capacity and credit history before sanctioning the loan. Use the Home Loan Eligibility Calculator to check your borrowing capacity, and compare current rates on the home loan interest rate page.

PMAY-Gramin Eligibility and Exclusion Criteria

PMAY-Gramin follows a different logic. There is no income slab. Households are picked through housing deprivation data from the Socio-Economic and Caste Census 2011 and the Awaas Plus survey, and the Gram Sabha then verifies the names.

A household qualifies if it is houseless or lives in a house with kutcha walls and a kutcha roof, or in a house with zero, one or two rooms. Some groups are included automatically. These are destitute households and those living on alms, manual scavengers, primitive tribal groups, and legally released bonded labourers.

The Awaas Plus 2024 survey is running for the 2024 to 2029 phase and uses a mobile app with Aadhaar face authentication. There is no public online application form. After the survey and Gram Sabha checks, you can look for your name in the PMAY Gramin list on the rural housing portal.

The exclusion criteria were cut from 13 to 10 in 2024. Ownership of a motorised two-wheeler or a fishing boat no longer disqualifies a household, and the monthly income limit moved to ₹15,000.

The following households are still excluded.

  • Households with a Kisan Credit Card limit of ₹50,000 or more
  • Households with a government employee or a registered non-agricultural enterprise
  • Households with monthly income above ₹15,000
  • Households paying income tax or professional tax
  • Households owning a motorised three- or four-wheeler or mechanised farm equipment
  • Households owning land above the prescribed limit, such as more than 2.5 acres of irrigated land

Who Is Not Eligible for PMAY?

You are not eligible if any of the points below apply to your family. The first group covers PMAY-U 2.0, and the rural exclusions are listed in the section above.

  • Any family member owns a pucca house in India
  • Annual household income is above ₹9 lakh
  • Your family got a house under any government housing scheme in the last 20 years
  • Your house sanctioned under the older scheme was cut by the central committee after 31 December 2023
  • You live in a city but own a pucca house in a village
  • You do not have an Aadhaar number, or it is not linked to your details
  • The loan is above ₹25 lakh or the house value is above ₹35 lakh, for ISS
  • You bought a resale property that already received interest subsidy
  • You gave false information about income or property

Priority Groups Under PMAY

Priority decides who gets sanctioned first when demand is higher than the houses available. Under PMAY-U 2.0, preference goes to these groups.

  • Widows and single women
  • Persons with disabilities
  • Senior citizens
  • Transgender persons
  • Scheduled Castes, Scheduled Tribes and minorities
  • Other weaker and vulnerable sections

Special focus is given to sanitation workers, street vendors listed under PM SVANidhi, artisans under PM Vishwakarma, Anganwadi workers, construction workers and people living in slums or chawls. If your parents already got a pucca house under an earlier scheme, you are considered only after other eligible families whose parents did not.

Under PMAY-Gramin, priority goes to houseless households first, then those with fewer rooms. The scheme reserves at least 60% of targets for SC and ST households and 5% for persons with disabilities.

Documents Needed to Prove Eligibility

Keep your papers ready before you open the form. The exact list depends on the vertical and your state, but the table covers the usual set.

Purpose Document
Identity Aadhaar of the applicant and all family members
Income Self-certificate or affidavit for EWS and LIG, income documents as per the lender for MIG
No pucca house Signed undertaking in the prescribed format
Land ownership (BLC) Title deed, patta or other land record
Bank details Aadhaar-linked bank account
Priority claim Disability, caste or other certificate where it applies
Property (ISS) Sale agreement and approved layout plan, if your state requires it

Banks keep their own list of home loan documents required, such as salary slips, bank statements and property papers, so ask your lender for it separately.

How to Check Your PMAY Eligibility Online

Anyone searching for how to apply for PMAY should begin with the eligibility check, because the portal runs it before the application form opens. The urban process works online, as the steps below show.

  1. Go to pmay-urban.gov.in and select the option to apply for PMAY-U 2.0.
  2. Choose Check Eligibility and enter your state, income category, and basic household details.
  3. Give consent for Aadhaar authentication and enter the OTP sent to your Aadhaar-linked mobile number.
  4. Fill in the application form with family, income, and property details.
  5. Submit the form and save the application number.

Your urban local body then verifies the details, and the final PMAY list for sanction is prepared from the verified names. Keep the application number safe, since you need it to track PMAY application status later.

Rural families cannot apply through an online form. Ask your Gram Panchayat about the Awaas Plus survey, or use the Awaas Plus 2024 app, and check your name on the pmayg.nic.in portal. The scheme does not charge any fee, so do not pay an agent. Once your home loan is active, use the Home Loan EMI Calculator to plan repayments, and the Home Loan Prepayment Calculator to estimate savings from part-payments.

Frequently Asked Questions (FAQ's)

Who is eligible for PMAY in 2026?

Urban families in the EWS, LIG, or MIG category with an annual household income up to Rs 9 lakh and no pucca house anywhere in India can apply under PMAY-U 2.0. Rural households that are houseless or live in kutcha homes are selected through a survey under PMAY-Gramin.

What is the income limit for PMAY?

The urban limits are up to Rs 3 lakh for EWS, Rs 3 lakh to Rs 6 lakh for LIG, and Rs 6 lakh to Rs 9 lakh for MIG. These are annual household figures. PMAY-Gramin has no income slab, but excludes households with monthly income above Rs 15,000.

Can a single person apply for PMAY?

Yes, a single person can apply for PMAY. An adult earning member can be treated as a separate household, whatever their marital status, if they do not own a pucca house. An unmarried applicant gets the house registered in their own name.

Am I eligible for PMAY if my parents own a house?

Yes, if you are an adult earning member and you own no pucca house yourself. You can apply as a separate household. If your parents received a house under an earlier scheme, your application is considered after other eligible families.

Can I get PMAY if I own a plot but no house?

Yes, you can get PMAY if you own a plot but no house. An EWS family that owns a plot and has no pucca house can use the Beneficiary-Led Construction vertical to build a new home of 30 to 45 sqm. You also qualify for a construction loan under the Interest Subsidy Scheme if your income is within Rs 9 lakh.

Is women co-ownership mandatory under PMAY?

For houses built or bought with central assistance, the house must be in the name of the female head of the household or in joint names. A man alone can be the owner only if the family has no adult woman. Widowers, unmarried, separated, and transgender applicants use their own name.

Can salaried and self-employed people both apply for PMAY?

Yes, the scheme looks at household income and property, not the type of job. EWS and LIG borrowers can use a self-certificate or affidavit as income proof. MIG applicants follow the lender’s income document rules, so a self-employed person may need tax returns.

Can an adult earning member apply separately from the family?

Yes, an adult earning member can be treated as a separate household whether married or unmarried, provided that person does not own a pucca house. Income is then counted for that household.

Who is not eligible for PMAY Gramin?

Households with a Kisan Credit Card limit of Rs 50,000 or more, a government employee, a registered nonagricultural business, income tax payers, owners of motorized three- or four-wheelers or mechanized farm equipment, and households above the monthly income limit of Rs 15,000 are excluded.
